Your local network is a small version of a the real thing. So assuming that local network is a personal internet / local. Sorry it's a game of word's.
How other way I shooed call it?
It's only give you ability to add logic on events :) or watever.

With oiyshTerminal you have your own server with all you need to set your local IoT. No accounts, no payments, no internet
