Alright I added everything and still no smoke.(that i could see).
Anyways, I was abusing the power supply and every thing was going good. Then a found an issue, the 3.3volt reg is very sensitive to power spikes. SO i was rapidly unplugging the power and the little vreg went poof.
So here what I think happened when power was applied, the zener diod that shoudl be cliping the voltage above 4.7 take a few us to start functioning. (not totaly sure)
Normally I believe the capacitors drain prevents the initial spike, from charging up. SO when i let the cap get below 4.7v then reapply power the surge goes though.
I am not total sure, just a guess.
