Commercial Co2 laser power meters are quite expensive but are a good tool to own to debug a laser cutter. It enables people to tell if their tube is fading.
Measuring laser power is done by firing a laser at a known mass of material with known thermal mass for a known time.
By the temperature rise during that time you can figure out the power that went in.
I'm interested in this. I have a similar project in construction. Trying to figure out how to anodize the Al block without paying a fortune for dye. I plan to calibrate mine by using power resistors bolted to the heat sink
