It is pretty simple 

Dissasembly the old monitor to get the panel and electronics

Tru away the lcd 

Take apart the metal frame and Paint it with matte black Paint

Glue two ribbons to the thing

Print on a laser printer whathever you want on the acetate film and fit it behind the ribbons

You're done!
