Lions finally realized that in order for a phone battery to last more than a few months, it needs to stay below 100% most of the time & stored at 100% for the minimum amount of time before it's needed. It's not possible to make a charger always stop at 90%. The coulomb counting is always going to drift. It would have to go to 100%, then discharge it. Some android versions have a GUI for limiting the battery charge, but it comes & goes depending on revenue needs.
1 solution might be a USB charger which turns on at a certain time or off after a certain timeout. Then there are still times you want it to charge immediately.
