If it's linear, and it's flexible, couldn't you wrap it back around on itself into a ring and make a motor? And taking it a little further, if you made your 2D-actuator flexible and rolled it into a cylinder, you could make a sort of a 2.5D actuator. Not sure what it would be good for, but it might be cool.
