The quickest, and probably sufficient option would be to buy reflective labels and stick these to the back of the school bag. That would be it.
Let's put a little more work into this.
By using a 32x8 flexible LED matrix, we can make a kid really stand out from the dark crowd. I'll base myself on one of my previous projects (Light my cargo bike) for controlling the LEDs.
A €2.99 power bank from the Action shop is a great way to get cheap 18650 cells.
These cells are probably from Tianshi. No datasheet available.
Adafruit has a very good guide with examples.
64x32 flexible LED matrix (or Adafruit 3826): much more graphical possibilities (see Adafruit website). But likely consumes too much power and might be fragile as well.
