I completed the shock generator circuit(with a few modifications). I will post the circuit schematic shortly.

The lights(RGB LEDs) were housed inside the rubber plungers using a small plastic insert.

The copper foil tape etched interdigitated grids were rolled into two syringes with the ends sawed off.
