Looks like a SBC using the EMZ1001, and in fact that's what the title calls it. Have you tried contacting the maker, apparently Heligoland-Thuringia? The website looks like an automated translation of a English website, as the commenters seem to be from other countries. The first commenter says Shit Yugoslavia is gone, but I can still find this.

Maybe you could scrape a screenshot of the board and ask in the cpuworld forum. A search shows that someone sold a batch of EMZ1001 sometime ago and the buyer may be on that forum or someone may recognise the project.
