Figuring that perhaps Pinecone rock was too difficult to get onto, I switched to a larger container and added a rock that would be easier to get on. Sure enough the more progressed Spadefoot was able to get onto it.  Glad that solved the problem.  While I didn't do video footage of the tadpoles today, I did to a video of the grey fury resident playing.
