The entire machine state is held in a single bit.  The control inputs to the logic unit formed by the three NAND gates permits operations of "SET 1", "SET 0", "AND", "OR", "NOT", and "XNOR".  Coincidentally these are functions supported by the MC14500B, which is to say I accidentally discovered  part of how that industrial control unit works.
