Obtain a Licensed and Bonded(insured) Contractor
This guy takes the blame if the tower falls because it's not build the way the engineer designed it. The engineer takes the blame if the tower falls when the contractor has perfectly executed a shitty design.

Get City Building Permit
This is a relatively painless process. I can remember beating my head against the wall of my office only once... of course brain trauma will make you forget things.
For this step, you will need to
- draw up a site plan(top down view of what construction will look like)
- call to figure out where the underground cables/etc are
- Organize your plans/calculations, and itemize the number of hours you will work
- Get receipts from all work you have had done(engineering license).
- Get quotes from all work you WILL have done(digging, cement, rebar, sand, forms, tower).
- Tell them the total amount of money you expect to pay to put up your tower(back it up with receipts and quotes)
- Tell them who your engineer is
- Tell them who your contractor is
- Submit everything in triplicate

Cry a Little
It shouldn't be this hard. Life is hard! I'm going to climb something really tall(like a dog house) and jump from its highest point. Then, as I lay there, body bruised and broken, I shall wait for the gentle lacy-white caress of death's merciful cloak to drift away the pain.
Seriously though. Get some sleep or you'll get moody and emo. This is going to take a bit of your mental energy!
