I will document my progress here as it develops...don't rush me dammit ;)

Materials:
1x - Mom's Old Clock
1x - Lilypad Arduino 328 Main Board
200x - 4 pin RGB LEDs
1 Metric Ton of Awesome

The idea here is to first teach myself to make a fully functioning rgb matrix with 4 pin rgb leds (which I'm not entirely sure is even possible at this point)
