When I was young I built a small (4 foot) Tesla Coil. It put out about 19 to 21 inch spark. I got the design from a "Science and Mechanics" magazine. It would light up fluorescents at 5 feet. The
design of a coil which would give innocents a margin of safety has to be much bigger.
The Coil Tesla demonstrated was over 100 feet. Newspaper reports tell of people putting
keys in car ignitions a mile from the coil giving off sparks.
