Anyone know if it's legal to build the AERIS-10 PLFM RADAR in Taiwan?

I'm going to college in Taiwan and wanted to try building this PLFM open source RADAR as it's really interesting and would help expand my hardware skills a good amount. I haven't really found much on the NCC's website about diy x-band transmitters. I'll probably ask the local hackerspace if anyone knows, but figured someone here might have some info.
