There is a processor in the base of the coffee machine that controls the heating relay. I have two options moving forward: (1) Replace the control board or (2) figure out home to program the black and decker microcontroller.
After using my new security bits I was able to crack open the machine. I noticed an interesting pattern on the bottom of the machine from Black and Decker milling their molds. (The base of my bits are in the background.)

Open the Coffee Machine

Use a long (read over 1 inch/25.4 mm) two prong security bit and a Philips screwdriver to remove the screws from the bottom of the machine. Then press in the grey rear tabs. Finally then use a flat head screw driver help pry open the grey bottom from the black machine.
