How can you gather that amount of money to built a rocket?
Find corporate sponsors who will give you parts and slap their logos on everything and make it into a publicity stunt or something.
Or venture capitalists.
Or crowdfunding.

I had a similar ideal for launching a DIY cubesat,but incorporating 'F' or 'G' hobby rocket, and one or more weather balloons.The rocket would be fully fueled with payload and all. The Helium filled weather balloons would be jettisoned just prior to reaching maximum balloon altitude. There would be some element of free fall for the rocket, but I was thinking a gyro controlled steering/guidance system could eliminate any rolling or erratic movements, until rocket could maintain a stable flight path. I came across many cons to implementing this (government authorizations, and costs being the top two); but this would be a kick-butt S.T.E.M project.Maybe one day,when I win the lottery....
