Your are absolutely right to say that in still air, a propeller does not have the same performance as in moving air. This is why some propellers are better suited for quadcopters (mostly still air) while others are better for airplanes (fast moving air). If you want to get the world record for the longest flying quadcopter, our tool would fit right in!

If you want to test an airplane propeller, you can test it in still air (and know the limitations), or in moving air using a wind tunnel. If you don't have a wind tunnel, it may be possible to build a rig to install the device on the top of a car and move the car at a known speed. You would have to take into account the wind vector relative to your car if you want accurate results.
