On the number cipher, I tried all possible alphabet rotations, then mirrored the cipher wheel and tried all rotations again. It's not using a rotation cipher. I tried letter frequency analysis but this was difficult because the message is so short. A longer message would be too easy, wouldn't it?

The DTMF decode is T9, netting you the following two blocks delimited by "105710571057"
[1] = DJANDMTFAN
[2] = PEJDWPARGPDPDGPWDAPDTGDMTPGAMAJDQAMDWDAPDTGEPDAMDQMEPDAMP
Not sure if I'm working the decrypt correctly on the block 2 or not. My attempt at a key...from working the ciphered text's common single/double/grouped letters nets definite words...but results in my words of "WTF does that mean?!".

What key gave you words? I can take a look at it...

Don't know if it helps, but the Letter Number "cypher" decrypts to:
Z R J N U E Q M Q S V V T S V V H G H V L Y A N X L T B X L X J G G F N R B V Y R C F X G Y K I P N V L A X I Y B Q V I Z X E E T X G W Q R D M B K V W X K A G B K S F B M L Z I R M P X N L R E
