DCC-EX Native Commands

Following command groups are implemented and partially tested:

• Power Management
• Track Manager aka DC-District
• Cab (Loco) Commands

That's enough to use the DCC-Ex WebThrottle https://dcc-ex.com/WebThrottle-EX/ as a second throttle.
